Włocławek – Urban functional areas delimitation

The City of Włocławek

The main goal of integrating functional areas determined in the National Spatial Development Concept 2030, is to change the perspective of managing Polish cities. The management patterns should be switched from focusing on administrative area of the city to focusing on the city in the context of its functional area.

Such a change is vital for integration, which results reach further than administrative boundaries of the municipal administration, for example: spatial planning, infrastructure development or measures focused on local labor market development.

The Research Department of Ageron Polska, for the City of Włocławek, completed the project ?Delimitation of urban areas of the City of Włocławek supported by the planning and strategic documentation. The main aim of the project was to elaborate an integrated approach towards urban functional area of the City of Włocławek and determine the potential development directions.

The diagnostics work involved developing three reports:

  • Delimitation of functional area of the City of Włocławek,
  • The analysis of the labor market in the City of Włocławek and its functional area,
  • Communication study for the City of Włocławek and its functional area.

AGERON Polska passed to the City of Włocławek the final version of the Functional Area of Włocławek Development Strategy for 2014-2020.


Southern Baltic – mobility at labor market and most wanted professions in the region

On behalf of Entrepreneurs Gdynia Entrepreneurship Support Centre, we prepared two expert reports.

The first one consisted of an analysis of Eurobarometer data with regard to most wanted professions in Souther Baltic region. The second report concerned the conducive factors and barriers for mobility at labor market, in particular the metropolitan area of Tricity, including: administrative and legal barriers, cross-border social security systems, transfer of rights to additional pension benefits, professional qualification recognition.

The reports were developed under the “Labor market dynamics and attractive business environment in South Baltic region (South Baltic Professionals)” project run by Gdynia Entrepreneurship Support Centre.

Research on Regional Labour Markets in Masovian Voivodeship

In 2011 AGERON Polska carried out local project, entering segment of social research in classical version. Analyzing topic of labour market, supply and demand for jobs in local scale and unemployment, we added to economic perspective also social aspect – perspective of stakeholders in six local communities in Masovia.

In this project we guaranteed deep insight into characteristic features of research phenomena thanks to applying qualitative research methods. Combination of organizational efficiency, deep knowledge and vast experience of AGERON’s researchers allowed us to efficiently carry out 75 individual in-depth interviews, 18 focused group interviews, with over 130 respondents from wide scope of categories: representatives of institutional actors (public, non-governmental), representatives of economic subjects (enterprises, job centres) and individuals (unemployed).

In this research we used original research tool – matrix applied to analyze recruitment advertisement in local press and Internet environment.

Apart from reaching research objectives – diagnosis of local labour markets’ situation and recommendations in the area of policies for labour market and functioning of labour market’s institutions, project carried out by AGERON made it possible to create, test and evaluate ready research tools (scenarios of interviews). Qualitative tool created by our company will be implemented in future editions of research within Masovian Labour Market Observatory guaranteeing standardization and comparative data.

Consequences of German Market opening for Lower Silesia

EMPLOYMENT OFFICE OF LOWER SILESIA

 May 1, 2011. German market fully opening for employees from Poland. In a public debate questions about future emigration of Polish workforce were tackled. Various opinions among experts, journalists and governments ranged from the moderate ones to the ones full of worries, forecasting local job markets’ drain, especially close to the border.

In the first couple of months after this even AGERON Polska provided reliable answers concerning real scope of social and economic changes in the region, caused by opening German market. Carrying out a research project for the Employment Office of Lower Silesia using classic methodology of social research we reacted quickly to changing reality and provided full analysis of social-economic changes while they lasted.

Within the project ‘Consequences of opening German markets for employees and employers from Lower Silesia’ we diagnosed real scale of employees’ drain, scope of changes in supply and demand for work and enforcement of phenomena such as salary pressure, modifications in recruitment requirements and decrease of unemployment. In our analysis we took into consideration differences in territories, segments of the labour market, gender and we applied approach integrating conditions on the macro, mezo and micro level – this way fulfilling all the standards of reliable analysis of labour market. We didn’t avoid difficult and sensitive aspects, such as changes in gray zone and issue of black economy.

Diagnostic analysis were complemented with short term and medium term forecasts (scenario method) of changes at the Lower Silesian labour and education market.
While working on this project we used and developed our experience in carrying out international research and foreign markets analysis. Taking into account perspective of German employers and employees, AGERON’s moderators carried out 39 individual in-depth interviews in Germany. Quantitative research covered over 180 German institutional respondents.

In the country our moderators carried out over 50 IDIs in the whole Lower Silesia region. Thanks to phone survey research among employers and employees we strengthened our skills in successful carrying out also exceptionally complex, long surveys requiring questionnaire.

Apart from results focused on the main research problem, our analysis allowed us to define areas where there is knowledge lacking and information gaps together with formulating recommendations how to overcome there. This way AGERON contributed significantly to creating standards of monitoring international labour and education mobility on the local markets within Lower Silesian Labour Market Observatory.

 


Development Forecast for Lower Silesia’s Labour Market

Is the professional-qualification structure of Lower Silesian employees suitable for economic subjects’ expectations?

AGERON Polska carried out a system project ‘Forecast of regional economy’s needs in terms of labour in sector-industry and qualification-professional structure in the Lower Silesian voivodeship’. Project was partly financed from European Social Fund within Operational Programme Human Capital – 8.1.4 Predicting economic change.

Project consisted of three stages, each of them covered different aspect of Lower Silesian labour market, which allowed to create complex forecasts for this market and formulate recommendations for each group of members on the Lower Silesian labour market.

Key results of the project included identification of gaps on the labour market in terms of qualifications and professions as well as recommendations of actions, addressed to various subjects connected with labour market, aiming at minimizing observed inadequacies on the labour market. Formulating recommendations required comparing demand for job declared by the employers and job’s supply in the Lower Silesian region.
