The competitive position of the territorial unit is determined both by the potential of the recourses held and the possibilities under its structure. The competitiveness, therefore, is a sum of the potential expressed by the investment attractiveness of given territorial unit and its real use that illustrates the adaptive character ? the ability of the economy to adopt to the changing economic conditions and long-term development.

On the basis of the research run, we have prepared the investment attractiveness and adoptive indicators and the resultant indicator of the economic competitiveness that constitutes the sum of two previous indicators.

The attractiveness indicator involves the assessment of public transportation availability, the size of labor market, availability of investment grounds and business surrounding characteristics. When it comes to the adoptive indicator, we analyzed the economic and investment dynamics and the dynamic of labor market.
